What baggage does Aerolíneas Argentinas include to Brazil?

A cabin bag is part of the allowance on its flights to Brazil. The airline's baggage page says so for Brazil and Colombia. On its Base fares to Chile, Bolivia, Paraguay, Peru or Uruguay, only a personal item is included.

Can I fly to Brazil with my Argentine DNI?

Yes, if it is a valid travel document for Mercosur. Argentina's Ministry of Foreign Affairs lists the documents accepted to leave the country for Mercosur members and associated states, Brazil included. They are the card-format DNI, the DNI booklet that is not handwritten, and the passport.

Handwritten DNIs are not valid travel documents for leaving Argentina, a rule in force since November 1, 2016. Brazilian officers then decide on entry, and the airline checks your document at boarding. If you hold another nationality, check Brazilian entry rules with Brazilian authorities. What if my flight to São Paulo is cancelled or delayed?

You can claim with the airline, and with ANAC Argentina if needed. The ANAC passenger FAQ lists cancellations, delays over 4 hours and missed connections as claimable, except in cases of force majeure. Its competence covers flights that depart from or arrive at Argentine airports.

EU Regulation 261/2004 does not apply, because the flight neither starts nor ends in the EU. The US refund rule does not apply either.
